Regulation (EU) 2025/40 (the Packaging and Packaging Waste Regulation – PPWR) sets out uniform requirements across Europe for packaging and the management of packaging waste. It focuses on promoting the circular economy, consumer protection and environmental protection. The first provisions of the PPWR will apply from 12 August 2026, with further provisions coming into force gradually over the coming years.
Compliance information regarding our products and the packaging we use
We have drawn up all declarations of conformity for packaging for which we are producers within the meaning of the PPWR. For our products for which we are suppliers within the meaning of the PPWR, we will, with immediate effect, provide you with the information necessary to carry out the conformity assessment, in accordance with Article 16.

What role does Pöppelmann TEKU® play in relation to plant pots under the PPWR?
According to the current interpretation of the EU Packaging Regulation (PPWR) and the supplementary guidelines issued by the European Commission, plant pots are only legally classified as packaging (sales packaging) at the moment they are filled with a plant. When empty and unfilled, they are regarded as packaging material.
The obligation to carry out the conformity assessment and to draw up the EU Declaration of Conformity lies with the producer as defined by the PPWR. In this case, it is the horticultural business that fills the pots. Pöppelmann TEKU® is a supplier as defined by the PPWR and is therefore obliged to provide the information necessary to carry out the conformity assessment.
We provide our customers with all the necessary technical information and material data that the producer requires to draw up the conformity documentation in a legally compliant manner.
What role does Pöppelmann TEKU® play in relation to trays under the PPWR?
There are currently differing views on how trays should be classified under the PPWR. Having weighed up the arguments, we currently take the view that trays are most likely to be regarded as transport packaging. Unlike other types of packaging, in the case of transport packaging, the physical producer is the manufacturer – in this instance, Pöppelmann TEKU®.
We therefore provide an EU Declaration of Conformity for our trays, available for download. In addition, we also provide the information required to carry out the conformity assessment for our trays, in the event that another economic operator concludes that, in the case of these trays, the manufacturer is the ‘producer’ within the meaning of the PPWR.
How do I obtain the information I need to carry out the conformity assessment?
We provide our customers with all the necessary technical information and material data that manufacturers require to draw up compliance documentation in accordance with the law.

Access link 1: Access to a database containing a document for each product range. This document contains all relevant technical information and material data for the individual items in the respective range.

Why do I not get any search results when I search the database using a full product description (e.g. 'VCL 9.5 Circular terracotta')?
The documents in the database are stored at series level. The search function is therefore designed to search by series name. To obtain a result, simply enter the parent series name (e.g. VCL) into the search field. You will then be shown the documents available for this series, where you can find further information at item level. For all trays, once you have entered a search term such as 'Normpack' or 'ST', you will find both the technical information and the corresponding declaration of conformity as a separate document.
